Voice search does not take a voice input on the next attempt if a call is received while on voice search window.

App Version: 70.0.3538.32 beta
iOS Version: 11.4.1, 12.0
Device: iPhone 6s plus, iPhone 7 plus
URL: Chrome settings - GLIF

Steps to reproduce:
  1.  Launch chrome beta
  2.  Tap on mic icon on NTP
  3.  While on the voice search window make a call to the phone.
  4.  Decline or Accept the call
  5.  On NTP tap on Mic icon.
  6.  Provide voice input.

Observed results:
1.  Notice that “Speak now” is not displayed on voice search window
2.  Voice input is not accepted by the app.

Expected results:
Voice input should be taken and results should be displayed

Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M69
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M70

I think this is pretty low priority since it requires you to receive a phone call in the middle of a voice search.  I don't have time to prioritize this soon, so I'm going to mark as available.
