audio packet pipeline error decode

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. start playing attached manifest
2. just after 1 sec, playback fails

What is the expected behavior?
video play without decode errors

What went wrong?
playback fails with errors
attached media-internals logs

Does this work in other browsers? Yes

Chrome version: 69.0.3497.100  Channel: stable

Generally this is a corrupt stream, Chrome is stricter about decoding errors. I'll double check it's not a decoder bug though.
"Failed to send audio packet for decoding: timestamp=523667 duration=21333 size=351 side_data_size=0 is_key_frame=1 encrypted=0 discard_padding (ms)=(0, 0)" so ffmpeg definitely thinks there's something wrong with the audio stream. Will look tomorrow to see if it's a bug or not.

in ie, firefox, and old chrome browsers(tested on v30, v38) this stream works fine...

@fanfasiuss as best I can tell the stream has an error in it. You can check the streams using ffmpeg -v debug <url>/<file>

Error in that last stream is:
[aac @ 0x3ffa3083b400] channel element 2.6 is not allocated

These both appear to be errors in the stream. Since they are audio+video streams we don't allow this type of error since it will cause a/v sync drift.

You should investigate the encodings for your stream.
