Regression: Unable to scroll in options panel of hangouts extension.

Issue description

Chrome Version: 71.0.3562.0 (Official Build)  546b39eb7822fcd38f6c8093cb3ac1a70f8f2dcf-refs/branch-heads/3562@{#1}(32/64-bit)

OS: Mac(10.12.6, 10.13.1), Win(7,8,8.1,10), Linux(14.04 LTS)

Pre-condition: 
1. Launch chrome and Download Hangouts Extension from https://chrome.google.com/webstore/detail/google-hangouts/nckgahadagoaajjgafhacjanaoiihapd

What steps will reproduce the problem?
1. Open NTP, and Sign-In to hangouts extension.
2. Click on Options icon on Hangouts extension.
3. Try to scroll on the adjacent option panel and observe.

Actual Result: Unable to scroll in options panel of hangouts extension.

Expected Result : Should be able to scroll in options panel.

This is a regression issue broken in ‘M-71’ and will soon update other info
Good Build: 71.0.3561.0(Revision:593802)
Bad Build: 71.0.3562.0(Revision:594163)

Note :
1. Issue is not reproducible on Mac(10.13.6, 10.14).

Note:
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect. revlist: []" error message.
2. Tried on other machines but still getting the same error again.
3. Hence provided suspect through 'Chromium bisect'

Definitely not r594023.

This seems like it might be either a blink scrolling issue, or maybe a UI targeting issue.

Re-bisected using chromium script on different machines and got the below change log:
