Regression : Unable to drag 'Remove..' Overlay of Apps

Chrome Version: 70.0.3538.32/ 11021.27.0 beta channel  Kip, Reks & Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Open App launcher -> click on 'All Apps'
(2)Select any App -> right click for context Menu and select 'Remove from Chrome..' option
(3)'Remove..' Overlay is seen -> now try to drag and observe unable to drag it 
(Please refer Video and Screenshot)

Expected: Should be able to drag 'Remove..' Overlay 
Actual: Instead unable to drag 'Remove..' Overlay 

This is Regression Issue as same is working fine in M-64

Note: Issue is also seen on M-65, M-66,M-67,M-68 and M-69

Same issue is seen with 'App info' overlay also i.e. unable to drag 'App info' Overlay.Could you please confirm this behavior is also WAI ??
