Regression : Unnecessary 'User Name with Email id' tool tip is seen on hovering mouse pointer at Profile picture in Uber Tray after signing into Second User

Chrome Version: 70.0.3538.32/ 11021.27.0 beta channel  Kip, Reks & Daisy
OS: Chrome

What steps will reproduce the problem?
1) Sign in to user(Ex:A account) ->Now at Profile pic hover mouse pointer and observe tool tip is seen as No User Name and Email id is not displayed  beside Profile picture and even on clicking it -> Now logout -> 
(2)Sign in to another user(Ex:B account) -> Go to Uber tray -> click on Profile picture -> observe User Name and Email id is displayed beside Profile picture & 'Sign in to another user...' option is available
3)Now hover mouse pointer on Profile picture (or)User Name -> observe unnecessary tool tip(User Name with Email id) is seen

Expected: Unnecessary tool tip should not be seen 
Actual: Instead unnecessary tool tip is seen

This is a Regression issue as issue is working fine in M-69

Unified: Hide tooltip in user chooser view.

This CL hides tooltip in user chooser view when there is enough space to
show both the name and the email.
