Regression:Wallpaper traces are seen while enabling and disabling chromevox(spoken feedback) in You're Signed In screen

What steps will reproduce the problem?
(1)Recover build >> Go to You're Signed In screen
(2)From ubertray >>enable & disable chromevox(spoken feedback) and observe at bottom of screen

Actual: Wallpaper traces are seen while enabling and disabling chromevox(spoken feedback) in You're Signed In screen
Expected: No such background wallpaper traces are seen while enabling and disabling chromevox(spoken feedback) in You're Signed In screen

This is a Regression issue as same is working fine in M-68

Note:Able to repro the issue on M-69

I doubt this is worth fixing, but this is because we're rendering the white background with webui instead of changing the wallpaper itself.

There was an existing bug: ideally, the dialog/shelf should not move at all when ChromeVox is turned on/off. It makes sense to merge these two.

Also I suspect the wallpaper trace is actually the shelf background. A slow-motion video could help to distinguish.
