Issue descriptionChrome Version: 70 OS: Not Mac What steps will reproduce the problem? (1) Install a theme e.g. https://chrome.google.com/webstore/detail/light-green-theme/ddanbpappolmiebldmnklmmjmgpcocai (2) Visit killer-marmot.appspot.com/web (3) Menu > Install Killer Marmot (4) Hover over a link What is the expected result? Status bar should be unthemed. What happens instead? Status bar uses browser theme. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Note: The difference in status bar text between the two screenshots is because I used two different versions of Chrome for profile separation, it's not important to this bug.
