I can agree my system has also been much slower on the Samsung Chromebook Plus 2017 version since updating to Chrome 69 on September 19, 2018 to the current stable channel build.  

This issue is on OS=Chrome as per above comments. Hence changing accordingly.

abodenha@ have we seen any serious performance regressions on 69?

Performance regression exists on the GPU and graphics processes on Samsung Chromebook Plus.  Also has an issue of overheating now and is very slow response wise.  Animations can be laggy as if tbe cpu and or gpu is bogged down.  

Re #5 This is the first report of performance issues on 69 I've seen.

The fact that the problem doesn't occur in guest mode makes me think there's something about the profile triggering the issue.

Things that would be helpful for debugging:
* Take a screenshot or picture of the task manager (search+esc) while the problem is happening.
* File a feedback report via alt+shift+i when the problem occurs and let people know here when you have so we can take a look.

A great example of the GPU issues can be seen by using open street maps editors or other mapping systems such as through the google creators virtual tour creator on poly.  When you maneuver the view in street view, or in satellite imagery on a map it causes the gpu to almost freak out.  It is similar to if I were to enable a setting to flash the screen or frames at each graphics update, however these remain on the screen sometimes obscuring the views. I just submitted another feedback report tonight as well.   

Attached is a screenshot example of one of the issues as it happened to me.  It is also happening in other instances as well however Google blanks out the screen when you try to take screenshots of certain things and that makes it unseeable and appear like a blank screen altogether.  

The final screenshot shows the issue as seen also on openstreetmap satellite imagery as is happening in other applications of mapping and other various types as well.  See in the right hand side of the screen in the dev tools panel on the screenshot as the screen is turning that blueish look etc.  It is set to a snapshot of it happening in real time.

Also, under blob-internals the page is blank and says no available blob data.  Sent user feedback of that page as well.  Blob storage internals blank.  Device itself after login will go to a black screen for about 3 or 5 seconds instead of to main screen directly.  Acting as if it is trying to switch displays, etc.
