PWA icons can be lost (on sync?) and reverted to a letter |

Issue descriptionChrome Version: 70.0.3588.22. OS: Chrome OS, Linux 1. I had Twitter Lite (https://mobile.twitter.com) installed on my personal profile and syncing to all my devices. 2. Twitter Lite recently changed their icon. 3. Before my eyes, I saw the icon change to the "T" on a grey background. Possibly on a sync event. This happened on Chromebook. 4. On my Linux workstation, I saw the "T" update happen soon after. 5. In sync-internals, the linked_app_icons was empty. The icons had been removed. Suspicion: When Twitter updated the icon, we check and find that the PNG is no longer there, and then remove it from linked_app_icons. Then we propagate this and the icons are removed. Counter to that: The old icon files are still served from Twitter's server (verified by benwells@ and ortuno@). But it's possible I had an even older icon file that is no longer being served.

This isn't the NTP icons, it's the PWA. (Pretty sure those are unrelated?) This is something my team is responsible for (not a bug looking for an owner). The new icon is 512x512. This isn't an issue with the new icon; we don't attempt to update apps so we wouldn't even have seen it. I think it's to do with the old icon disappearing.

ah, sorry, I got confused by the description of the icon with T on grey background (which is also the pattern used on the NTP).

Assigning to Dominick for TLing. I think I'm still seeing this for Canvas (it's hard to tell what the causes are, but occasionally I see a 'G'). Possibly this all just gets fixed by BMO. +loyso
