When starting a Demo Mode session offline, there is a 2 minute delay while we wait for a URLRequest to DMServer to fail. Once it fails, we start offline ARC++ provisioning.

We should reduce the timeout to wait before falling back to ARC++ provisioning.

We should also use offline provisioning immediately if we detect there are no network connections.
