Cannot activate "Google Docs Offline" function in browser

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.47.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.112 Safari/537.36
Platform: 68.3.26 (Developer Build - neverware) developer-build chromeover64

Steps to reproduce the problem:
1. Open Google Docs site, view list of documents already created
2. Under "Main Menu | Settings", try to activate "offline" option
3. "offline" option stays stuck in the middle of the switch, neither off nor on (so effectively off anyway).

"Google Docs Offline" extension is installed into the profile.

What is the expected behavior?
"Offline" option should be able to be enabled, especially if the "Google Docs Offline" extension is installed.

What went wrong?
Switch is not able to be able to be changed, not even to move it to the "off' position.  Would need this working in order to be able to work with document when away from an internet connection.

Have seen this particular problem for at least a year and a half.  Previously I had thought it was a bug particular to the 32-bit version, but now I see the same issue in the 64-bit version included with CloudReady.  The same profile will be able to activate the "offline" option in a regular Google Chrome build, as well as with Vivaldi.
 
Forgot to mention, the 32-bit version where I had seen the problem before was on a 32-bit Linux Mint system (at the time would have been Mint 18.1).

Closing as internal bug is opened and this isn't an issue with the browser but the site.
