Chrome update 69 running significantly slower

Issue description

Chrome Version       : 69.0.3497.100
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:OK

What steps will reproduce the problem?
1.Open Chrome 
2.
3.

What is the expected result?
New Chrome update should run smoothly similar to previous versions 


What happens instead of that?
webpage loading speeds and user inputs are laggy and delayed

Same issue here.  Samsung Chromebook Plus 2017 version is also overheating and Web GL crashes constantly.  Trackpad issues occur as well with phantom movements.

Thanks for filing the issue!

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Windows-10, attached are details of GPU from Chrome://gpu.

@Reporter: Could you please try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists and provide GPU details by navigating to Chrome://gpu.
Note: Tentatively adding Internals>GPU component to it.
