Chrome 69 page tabs not fully clickable

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Start Chrome in fullscreen 
2. Click the top part of a tab, which should be the top of the screen
3. Observe that nothing happens

What is the expected behavior?
The clickable area of tabs should extend to the edge of the window, so that if the window is fullscreen it's easy to click them, because the tabs become infinitely large targets for the purpose of a aiming with a mouse.

What went wrong?
There's a ~7 pixel high area at the top of each tab that's inert.  The tab is rendered visually as extending to the top of the screen, but it's not entirely clickable.

I've marked the unclickable area in red in the attached screenshot.  It appears to be related to the curved corners of the tabs.

Did this work before? Yes 68.0.3440.75-1

To clarify the fullscreen step: Enable "Use system title bars and borders" and then use your window manager (not Chrome) to make the window full screen.

Unable to reproduce the issue on reported chrome version 69.0.3497.100 using Ubuntu 14.04.Attaching screen-cast for reference.
Steps: 
---------
1. Launched reported chrome 
2. Opened tabs and clicked on top of the tab 
As we are observed that > The clickable area of tabs extend to the edge of the window

@Reporter: Could you please check the attached screen-cast and please let us know if anything missed from our end and also Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.

Updating above Comment #3, tried to reproduce the issue as per comment #0 and #1. As we are unable to reproduce the issue from our end, Requesting you to let us know  which windows manager is using for this issue. If possible provide screen-cast for better triaging it.
