Folder creation/ deletion inside SMB file share is not reflected correctly in Side nav of Files app |

Issue descriptionChrome OS version: 11021.23.0, 70.0.3538.28 beta-channel eve What steps will reproduce the problem? 1. Mount a network file share from Settings > Downloads > Network File Shares > Add 2. SMB file share gets mounted in Files app 3. Create/ Delete a folder inside SMB share 4. Delete folder from Side nav of Files app 5. Create a share in NAS device What happens instead? 3, 4, 5: New folder created/ deleted is not reflected appropriately in Left hand panel (side nav) of Files app

This one is definitely a files app issue. It occurs with all FSPs. The problem is that the side bar doesn't refresh after operations that might change it in all cases. There's nothing we can do from the provider perspective to fix this.
