Unlike KBL, Braswell and Apollo Lake didn't need firmware updates to enable VMX. As a result, many users and lab devices are still stuck with VMX latched off since they haven't gone through a cold reset.

This has caused test failures on strago and reef baseboards, and more importantly means that users trying to enable Crostini get frustrated and power wash repeatedly until they inadvertently trigger a cold reset.

We should have a way to recover from this.
