[MacOS Host] Pre-MacOS 10.10 hosts are sending an invalid os version string

Issue description

This is due to a somewhat recent change to remove support for MacOS 10.9 and earlier in Chrome.

We want to fix this issue in M71 so that we start seeing valid OS metrics again for these earlier hosts to ascertain usage.
