"Tab" key is broken in KSV app with ChromeVox

Issue description

ToT as 452d160172a74a339e3cba7db11c19e18b4cb7af

Do not repro when turn of the KeyboardShortcutViewerApp flag.

Repro steps:
1. Open KSV.
2. Start ChromeVox with ctrl + alt + z
3. Press "Tab".

The KSV window disappeared.

I'll bet it's crashing. It might be the same as  issue 889121 . I'll look.
