Is it just that it's a ChromeOS-only thing? Used by file manager:

@mthiesse: Repeating my comment from [1], this is being used in ChromeOS and its removal is tracked by  issue 847729 . Note that there are failing tests because of the incorrect removal at [1].

You can remove this from Android, or any non-chromeOS platform for now, but not fully, until  issue 847729  is addressed.

Looks like resources are stripped for official builds somehow, but not local release builds. Will look into why that is...
