A11y: Files app Context menu does not alert the user when it opens

Chrome: 71.0.3354.0 DEV

Steps to repro:
# Enable chromevox with ctrl+alt+z
# Open file manager 
# Navigate to a file and press search+m

Expected: Chromevox announces something like 'Context menu'

Actual: Chromevox only says 'context menu' on first down arrow
