A11y: Files app Open with dialog reads all apps at once

Steps to repro:
# Enable chromevox with ctrl+alt+z
# Open file manager 
# Navigate to a file and press search+m
# Choose 'open with' from the menu

Expected: Chromevox announces something like 'open with dialog' and then the currently selected app in the list

Actual: Chromevox reads all the apps in the modal instead making it unclear which item is focused

I can reproduce it.

Actually between step search+m and choose "open with" I can't navigate with tab, instead I have to use the arrow keys.

When I eventually got to "open with dialog" indeed it doesn't make very clear what's selected.

Moving to untriaged for proper prioritization.
