Artifacts when running simultaneous animations on elements

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.19.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36
Platform: 11021.19.0 (Official Build) beta-channel eve

Steps to reproduce the problem:
Open the following URL, or navigate to it from another page of the same website: https://me.marti.bg/projects

What is the expected behavior?
No artifacts should be visible in the background. It should look like this (Chrome 69): https://www.youtube.com/watch?v=lv6j85ztVys

What went wrong?
Artifacts show up when multiple animations play on parent+child elements. Here is a video showing the problem: https://www.youtube.com/watch?v=UjJvdf6sUGA

Can we confirm that this bug is still in the beta version?
I noticed that the same problem also occurs on Chrome Canary for Android on a Google Pixel.

The exact version with the issue is: 71.0.3562.0 (Official Build) canary (32-bit), Android 9; Pixel Build/PPR2.180905.006

On Chrome Stable (69.0.3497.100 (Official Build) (32-bit), Android 9; Pixel Build/PPR2.180905.006) it works just fine.

Is there anything I can do to help speed up the process of resolving this bug? I am worried that Chrome 70 is nearing its release date while the issue remains.

Apart from Chrome OS, I have witnessed the same visual glitch on the following Android configurations, starting with Chrome 70:

Cannot reproduce on 71.0.3578.99 on Pixel 3 and Mac. Is this still happening? Thanks!
