Merge to M70: Revert "Enable simulcast screenshare by default"

This is a revert of following M70 merge: https://chromiumdash.appspot.com/commit/89b2963810b4cea0f95abdce011cb4e12fcdf1a1

The revert happened in master at 71.0.3561.0

It changes an unlaunched experiment from being default-on to default-off.
We would like it default-off in order to have an easier launch process and prevent having to launch a "100% disable experiment" in case we have to pull it (again).
