indexedDB don't work properly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. go to https://codepen.io/anon/pen/zJwGxZ
2. open console
3. indexedDB in empty and there's error in console

What is the expected behavior?
indexedDB correctly read and write

What went wrong?
In some PCs, with last version of Chrome, the indexDB does not seem to work, it is not possible to read or write.
I open a ticket on Google Chrome Forum (https://productforums.google.com/forum/?utm_medium=email&utm_source=footer#!msg/chrome-it/EyhiZoA7wbA/VuPGfS1sBQAJ) but they can't help me.
They suggest me to open a ticket here.

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

If I open Chrome in anonymous mode, or in  guest mode, the problem doesn't appear. I've no extension installed in Chrome.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #69.0.3497.100 and latest canary #71.0.3562.0.
This is a non-regression issue as it is observed from M60 old builds. 
Hence, marking it as untriaged to get more inputs from dev team.

No repro for me.

If `evt.target.errorCode` is changed to `evt.target.error.name + evt.target.error.message` it will be easier to understand what the problem is.

With no further data, I'd assume that a previous database exists with a higher version and thus the open request is failing.

krajshree@chromium.org - when you were able to repro, was there a pre-existing IndexedDB database named "PeopleDB" ? 

Are you able to make the error reporting change in comment 3 and share the error?
