In fullscreen mode - missing close, hide and expand button besides tab. They now occupy separate blank bar when hovered above tabs.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Make chrome fullscreen by clicking 'expand' icon on top-left. 2. The three buttons 'close', 'hide' and 'expand' vanish and are no longer beside tabs. 3. When mouse is hovered above tab, a separate unstyled blank bar appears on top with those 3 buttons. What is the expected behavior? 1. Make chrome fullscreen by clicking 'expand' icon on top-left. 2. The three buttons 'close', 'hide' and 'expand' are beside open tabs. What went wrong? UI? Did this work before? Yes Last stable version. Thanks for the report. This is a known bug and tracked in issue 850873.

Thank you for merging into the main bug. I had no idea it's commonly referred as 'traffic light' and hence couldn't find in the bug tracker.
