New window doesn't focus on address bar/search field.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Open new Chrome window (cmd + n). 2. Try to type query/address. 3. Nothing happens. We need to *click* address bar and type. What is the expected behavior? 1. Open new Chrome window (cmd + n). 2. Try to type query/address. 3. Query/address gets typed in the field. What went wrong? Chrome looses focus on address bar when new window opens. Did this work before? Yes Last stable version. Chrome version: 69.0.3497.100 Channel: stable OS Version: OS X 10.14.0 Flash Version:

Yes, I am in macOS Fullscreen Mode. Incognito, New Tab focuses just fine. New Window doesn't.

You're right, it does work when not in Fullscreen Mode.
