"Continue Where I left Off" not working when exit chrome and restart my PC

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open chrome with many windows and tabs
2. Exit chromw
3. Restart PC and Open Chrome again

What is the expected behavior?
Chrome opened with all windows and tabs restored

What went wrong?
Chrome just open default homepage

Did this work before? Yes maybe 67. Not sure about exact version

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 69.0.3497.100 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Opened few windows and multiple tabs in each window
3. Navigated to chrome://settings/ and selected "Continue where you left off"
4. Exited the chrome -> Restarted the machine/PC
5. Tried opening chrome
We observed all the windows and tabs in it were restored without any issues.

@Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists. Any further inputs from your end may be helpful. 
Original poster - did you go into settings and assure "continue where i left off" is checked?
Forgot to tell you that this was fixed already after uninstall and reinstall some extensions

I am not sure. Because actually we should not have this problem at all. Even the extension have any problem it should not hinder the tabs saving process by any means. Should you ensure that this was already really fixed?

Issue is not reproducible and as per comment #4 closing the issue as won't fix .However if you still facing similar issue on the latest chrome version as well,feel free to file a new issue with reproducible steps.
