Alt+v on sign screen does not work

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36
Platform: Chrome devices

Steps to reproduce the problem:
1. after updating on Chrome beta to 70 alt+V no longer works to display information about device serial number or asset tag

What is the expected behavior?
Display serial number and asset tag

What went wrong?
No information is displayed when Alt+V on sign in screen

I use this very often and have already instructed the older staff that cannot read the serials on the bottom of the Chromebook to press ALT + V and zoom in to the serial number.

Please bring back tihs feature.
Ditto'd.  We noticed this as well on the devices we have brought up to 70 BETA that the keycombo doesn't appear to work anymore.  I reimaged my own CB back to 67 stable and it worked OK.  When it updated itself to 70 beta, the combo stopped working again.

This feature is *highly useful* for us, especially since we do encode our Asset Tags into the Admin console to read on-screen when the students destroy the physical info on the bottom of the devices.
