What steps will reproduce the problem?
(1)Sign into user >> Take some screenshots or download some files >> Go to files app
(2)Drag one screenshot onto another screenshot and observe

Actual: Unnecessary 'Moving items..' text at L.H.S and allowed cursor is seen
Expected: Not allowed cursor should be seen and 'Moving items..' text at L.H.S shouldn't seen at L.H.S

This is a Non Regression issue seen from M-62
