Regression : 'Bookmark' icon disappears after clicking inside NTP omnibox.

Issue description

Chrome Version : 71.0.3561.0 (Official Build) 59edfd1d195efd57c937c950c1fd2a708a83f1f0-refs/branch-heads/3561@{#1} 32/64 bit
OS : Windows(7, 8, 8.1 ,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch chrome, open NTP and type chrome://restart in omnibox and hit 'Enter' to relaunch Chrome.
2. After relaunch, open NTP (observe that default text caret is already present in omnibox) and click inside omnibox.
3. Observe the 'Bookmark' star icon in omnibox.  

Actual Result : 'Bookmark' icon disappears after clicking inside NTP omnibox. (i.e icon disappears before typing a query)

Expected Result : 'Bookmark' icon should not disappear until user type a query in omnibox.

This is a regression issue broken in ‘M-71’ and below is the 'manual bisect' information:
Good Build : 70.0.3538.0 (Revision : 587812)
Bad Build : 71.0.3539.0 (Revision : 588235)

tommycli@ : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Unable to provide 'per-revision' bisect as it shows "we don't have enough builds to bisect" error message.
2. Tried to perform 'Chromium bisect' but always getting all bad builds only. (Also tried to bisect on different machines but still got the same error)
3. Hence provided 'Manual Suspect' through Change Log.
