Issue descriptionHi I use chrome for development on my local machine (XAMPP) Since Version 69.0.3497.100 (Offizieller Build) (64-Bit) the page reload is awfully slow, or not performed at all!

Thanks for filing the issue! @Reporter: Could you please let us know if the issue is seen with every web page or any specific web page, in such case providing with the URL(...where the issue is seen) would be much helpful in triaging it further in a better way.

Hi As I stated in my first post, I use Chrome for development, mainly to debug my local JS code. The sites are served from a local apache instance http://localhost/... (btw. most development on localhost do not use https, can you please take that into account for Chrome security checks...!) Usually I have the network cache disabled, to get my local scripts reloaded properly. I have the feeling that after a JS exception (happens sometimes ;) and an edit - compile - round, the reload becomes somewhat slow, or better, unwilling. Does it happen on any other sites? Do you get any insights from doing reload while having Timeline recorded using the Performance panel?
