Chopped highlight in overflow shelf

What steps will reproduce the problem?
(1)Sign into user >> Pin apps to shelf such that More apps icon is seen
(2)Expand shelf >> Click and hold on any app icon seen at edges and observe its focus at L.H.S

Actual: Chopped focus is seen for the app icons 
Expected: No such chopped focus should be seen 

This is a Non Regression issue seen from M-62

re#9 - This seems like a UI decision. It seems we need to either shrink the ink drop for the overflow or make the overflow thicker.

Seems related to issue 631240 because everything is clipped to the overflow shelf's bounds.
