OS: Windows 10 (Touch Device).

Steps to reproduce:
1. Launch chrome, open Cast overlay on NTP.
2. Tap touch on 'Cast to' option and select 'Cast tab' option from 'Select Source' overlay.
3. Again tap touch on 'Cast tab' option and observe (Cast tab option is not seen highlighted i.e bold).

Actual Result: Selected option is not seen highlighted in first attempt on tap-touch.
Expected Result: Option selected once via tap touch should highlight.

This is Regression Issue broken in M-70, and below is the per revision bisect info.
Good Build: 70.0.3515.0 (Revision:581085)
Bad Build: 70.0.3516.0 (Revision:581409)

You are probably looking for a change made after 581098 (known good), but no later than 581104 (first known bad).
