Steps to reproduce:
1.Launch chrome and navigate to above URL.
2.Download the File and Press Tab ,bring focus '^' (Learn More)on download shelf.
3.Observe.

Actual Result:No gap is seen between focus ring of '^'(Learn More) and File name in download shelf.
Expected Result:Gap Should be seen between focus ring of '^'(Learn More) and File name in download shelf.

This is a regression issue broken in ‘M-70’ and per-revision bisect information:
Good Build : 70.0.3515.0 (Revision :581085) 
Bad Build : 70.0.3516.0 (Revision :581409) 

You are probably looking for a change made after 581304 (known good), but no later than 581305 (first known bad).
