Move as much js/html/css to Chrome Land as possible.

Find a new home for VK.

So we can make the non-extension IME easier once all the Mojo framework is finished.

As discussed with Daren and Bao-Duy, we think we should start a plan to find a new home to host VK code (HTML/JS/CSS) inside Chrome, which will benefit the release and P1/P0 bugs fixing and also a necessary step to get rid of IME extension in future.
