New tabs are overwriting minimize/maximize icons

Reported by ato...@gmail.com, Sep 25

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36

Steps to reproduce the problem:
Unsure. It just happened in regular browser, I only had 6 tabs open.
Has not happened often, this is just FYI. I've attached a screenshot.

What is the expected behavior?
Tabs should not be behind minimize/maximize buttons.

What went wrong?
First tab is underneath minimize/maximize button

If you can provide any repro steps, that would be perfect. Thanks :)
I'll try tonight. Last night I played with it a bit. I think it was maximizing/minimizing the window that did it.

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #70.0.3538.22 and latest canary #71.0.3559.0 as per comment #2.
Attached a screen cast for reference.
Observed that on maximizing/minimizing the window repeatedly did not bring first tab underneath minimize/maximize button.

atotic@ - Could you please check the issue on latest canary #71.0.3559.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Thanks...!!
