mouse dragging a tab (with lots of open tabs) with slight downwards displacement makes a new window

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
Dragging the mouse down even a tiny amount creates a new window when dragging a tab.
This is really easy to accidentally do

What is the expected behavior?

What went wrong?
The new window should not be created.

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6

Thanks for filing the issue!

@Reporter: We have observed a new window being created from a tab when dragged down using mouse only after considerable movement/displacement of the tab. As mentioned in c#0 it isn't just a tiny movement. Providing a Screen cast would help us to triage the issue further in a better way.
@Reporter: Are you seeing it in macOS Fullscreen Mode? If yes, then this is issue 885009.
