What steps will reproduce the problem?
(1) Trigger VK to open, e.g. by focusing on an input field.
(2) Enable ChromeVox, e.g. by Ctrl+Alt+Z or from shelf menu.
(3) Touch-explore to Handwriting button on VK and lift to activate.
(4) In HW mode, touch-explore to Back-to-Qwerty button.

What is the expected result?
There's ChromeVox voice announcement for the Back-to-Qwerty button, e.g. something like "back-to-keyboard button" in English locale.

What happens instead?
ChromeVox only says out loud "button" in English locale, or equivalent of "button" in other locales, with no button name.
