Regression: Security Chip in icon mode has no padding between it and the URL.

What steps will reproduce the problem?
(1) Navigate to https://permission.site
(2) Hover over the lock icon in the omnibox.

What is the expected result?
There should be some padding between the lock icon's hover target and the text "permission.site"

What happens instead?
No padding, so the lock icon hover background touches the text. See attached screenshot.
