nocturne: cras takes 100% CPU after running an ARC++ CTS test

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

Using: R71-11095.0.0
Android ToT as of 2018-09-24
Tested on Nocturne. Could not reproduce on Eve.

Was able to reproduce it 3 out of 3.


What steps will reproduce the problem?

From a folder with the Android sources
$ adb connect DUT:22
$ atest android.server.am.KeyguardTests#testDialogShowWhenLockedActivity


What is the expected result?
cras should not take %100 of CPU... only 0.1% when idle.

What happens instead?
cras takes 100% of CPU.  Restarting cras with `restart cras` restores it.
