Chrome notifications blocking system UI

Issue description

Chrome Version       : 69.0.3497.81
OS Version: 
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Chrome creates a notification
2. Click on clock in corner, which opens mini calendar display
3. Can no longer close calendar notification despite it being on top
4. Open all-desktop view. Calendar notification is still in the corner
5. Attempt to move any window from one desktop to another. Blocked
6. Close calendar notification
7. All functionality returns to normal

What is the expected result?
Chrome notifications don't interfere with desktop UI

What happens instead of that?
Both the desktop UI and Chrome notifications lose functionality in strange ways

Please provide any additional information below. Attach a screenshot if
possible.

UserAgentString: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

You can re-create it using calendar.google.com by following the steps in the original bug.

Also, I originally opened a bug with gLinux, but they pointed out that it was related to how Chrome creates notifications: b/116463302

Unable to access the screen cast provided in comment #3 as this needs Corp account to login. Hence adding 'TE-NeedsTriageFromHYD' label and requesting Inhouse team to look into the issue and help in further triaging.
