Linux storage doesn't show storage until VM is started

Chrome version: 71.0.3558.0 canary
OS: Chrome

Repro steps:
1. Reboot Pixelbook with Crostini enabled
2. Go to Settings > Storage management

Expected: accurate amount of storage used by Linux
Actual: 0B shown until Crostini is started

Fix crostini value in Storage Settings so it always shows a value

This change fixes a bug where the value for
Settings > Device > Storage Management > Linux (Beta) storage
shows as 0 when the Termina container is not running.
