Using screen reader's default navigation keys (E.g. Control-Option-Arrow keys on Mac) doesn't allow the stop casting button to get focus.

Issue description

Chrome Version: 71.0.3554.0
OS: Mac, Win, CrOS

Note: this is an accessibility issue with the new MR Harmony UI.

What steps will reproduce the problem?
(1) Enable screen reader on mac with cmd+f5
(2) Cast to a Chromecast device
(3) Open the dialog and press Control-Option-Right arrow until the device being cast to receives focus.

What is the expected result? The focus should be placed on the stop button.

What happens instead? The focus never reaches the stop button. See video.

Note: It does work with tab, but in a review with the accessibility team, users expect that it should work with the default controls (cmd+ctrl+arrows on mac, search+arrow on CrOS, arrows on Win).
