Issue description

Chrome Version: R70-11021.26.0
OS: Chrome OS
Cellular: T-Mobile
DUT: Astronaut

What steps will reproduce the problem?
(1) Recover DUT with R70-11021.26.0
(2) Complete Sign In 
(3) Send SMS to DUT from IPhone (Or Android)

What is the expected result?
SMS message and notification should be displayed.

What happens instead?
No notification/message is displayed.

Looks like the modem wasn't able to store the SMS?   Did you still have the device for repro?
Yes Ben, I still have the device and could be replicated.
Ping on this, we're nearing M70 Stable. Will this fix make it for M70?

If I understand this ticket correctly, the request here is to support incoming SMS messages in the UI - is that right?

If that's the case, I'm not sure this is something users expect/desire - though the data SIM has a number on the network, most aren't aware of this, and I don't see any use case where users would actively want to communicate to/from that number.

@Ibrahim, do you have any thoughts here?
I agree with that assessment, there also would need to be support during LTE attach to declare support for SMS.
