Steps to reproduce:

1. Launch Accerciser and use its event monitor to listen for document events.

2. Launch Chromium (with accessibility enabled) without specifying a URL (i.e. so the default launch page loads)

Expected results: There wouldn't be load events for chrome-search URLs.

Actual results: chrome-search URLs emit load events. (You can see them in Accerciser with accessible names like "Most visited")
