"I can't drag downloads from the downloads bar after the update. I often download something in one tab and then drag it to upload or attach it in another. Chrome 69 on Mac. This is a little known shortcut that lets you focus a system file picker to parent folder of a file and selecting the file by dragging the file into the picker (usually because you can't just drag the file onto the website)."

What steps will reproduce the problem?
1. Download a file in Chrome
2. Click to upload a file in other tab and get system file picker
3. Try to drag downloaded file from downloads bar in Chrome to system picker
4. Entire window moves instead of allowing dragging of file
