No keyboard shortcut to change shelf position

Issue description

Chrome Version: 70.0.3538.16 (official build) dev (64-bit)
Firmware version:  Google_Eve.9584.160.0

There is currently no way to change the shelf position to left, bottom, or right using keyboard shortcuts. 

Expected:
Change the shelf position to either Left, Bottom, or Right using keyboard shortcut, and use shortcuts to open pinned apps (using alt + 1, alt + 2, etc.)

Actual:
Can only adjust the position by right clicking on shelf and selecting options from Shelf Position.
