Feature Request: Add Settings For Hiding Panels

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Go to Settings

What is the expected behavior?
There is a way to hide panels.

What went wrong?
Feature does not exist.

Did this work before? No 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

a.png shows how Firefox does it. If you were to uncheck Default Developer Tools > Network, that tab would no longer show up in the row of tabs at the top.

We prefer ranking + overflow to closing. Users can rearrange panels to emulate what you are asking for.
