A11y: Files app There is no way to undo move file with the keyboard

Chrome: 71.0.3354.0 DEV

Steps to repro:
# Enable chromevox with ctrl+alt+z
# Open file manager and navigate to 'my drive' and a file to move
# Press  ctrl+x to cut the file
# Move to 'downloads'
# Press ctrl+v to paste the file
# Press ctrl+z to undo the move

Expected: The file moves back to my drive

Actual: Nothing happens.
I could not find undo in any of the menus either.

This also applies even if ChromeVox is off and even if you stay within the Downloads local folder. 

# Load Files app with no screen readers enabled
# Use keyboard to navigate to the Downloads folder
# Copy any file by highlighting it and pressing ctrl + c
# Navigate to a subfolder in the Downloads folder
# Press ctrl + v to paste file into the subfolder
# Press ctrl + z to undo the paste
Expected: paste undone, file is no longer in folder
Actual: file remains there, no change

For this app to be fully accessible, an undo feature is necessary to allow users to revert important changes like move ore delete.

I'd argue that it's important to everybody, but undo requires trash and so far product has said no to supporting trash. 

So once again I will close this bug, as we have no plans to support undo. If that ever changes I'll come back and re-open.
