Steps to reproduce the problem:
1. Setup OOBE chromebook with a gmail account
2. Update ChromeOS to 70.0.3538.7
3. Reboot machine
4. At the sign in page, hold down keys Ctrl+Alt+E to enter enrollment screen
5. did multiple attempts and enrollment screen doesn't come up.

What is the expected behavior?
The enrollment process for business base machines should come up when you hold down the ctr+alt+E at the sign-in screen

What went wrong?
Not able to get to the enrollment screen by the process that has previously worked on related chromebooks.
