Unable to enter enrollment scenario when at user sign-in

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36 Edge/18.17758 Platform: 11021.5.0 Steps to reproduce the problem: 1. Setup OOBE chromebook with a gmail account 2. Update ChromeOS to 70.0.3538.7 3. Reboot machine 4. At the sign in page, hold down keys Ctrl+Alt+E to enter enrollment screen 5. did multiple attempts and enrollment screen doesn't come up. 6 What is the expected behavior? The enrollment process for business base machines should come up when you hold down the ctr+alt+E at the sign-in screen What went wrong? Not able to get to the enrollment screen by the process that has previously worked on related chromebooks. Did this work before? Yes Chrome version: 70.0.3538.7 Channel: stable OS Version: Flash Version: 31.0.0.101

This behavior is by design. On a consumer machine, the first user to sign in becomes the "owner". You cannot then transfer ownership to a managed domain or anyone else at the login screen - being able to do so would be security risk. You'll need to powerwash the device (can be done through the owner account's settings). Once at OOBE (and before logging in as any user!) you can enroll the device.
